中国（福建）自由贸易试验区厦门片区总面积43.78平方公里，包括两岸贸易中心核心区（19.37平方公里）和东南国际航运中心海沧港区（24.41平方公里）。同时，规划范围还涵盖重点联动发展区，主要包括厦门岛、两岸新兴产业和现代服务业合作示范区、翔安空港新区、新一轮产业聚集平台（翔安、同安高新技术产业基地及现代服务业基地）等。

　　规划期限为2015年-2019年。重点落实《实施方案》提出的发展目标：创新政府管理方式，营造国际化、市场化、法治化的营商环境；创新转型发展理念，培育发展新业态；创新两岸交流合作机制，形成两岸共同发展新格局，努力建设机制活、产业优、百姓富、生态美的新福建示范区，成为建设美丽中国典范城市先行区。

　　率先全国实现“一照一码”商事制度改革，Take the lead to achieve “one business license and unified social credit code” system reform throughout the country,

　　率先建设国际贸易“单一窗口”，被评为自贸试验区“最佳实践案例”，Take the lead in building “single window” of international trade, and being rated as the “best practice case” in the free trade pilot area,

　　率先实施信息互换、监管互认、执法互助的“三互”通关模式，Take the lead in carrying out the customs clearance mode of “exchange of information, mutual recognition of supervision and assistance in law enforcement”,

　　率先推行“多规合一”，Take the lead in carrying out “integrating multiple rules into one”,

　　率先推出第三方信用评级、信用承诺制度、信用联合惩戒制度和社会共治制度，Take the lead in pushing out third-party credit rating, credit commitment system, credit union punishing system and social governance system,

　　率先建设云创智谷等国家级海峡两岸青年创业基地。Take the lead in establishing Yunchuang Zhigu (Cloud entrepreneurship intelligent valley) and other national-level cross-strait youth entrepreneurship bases.
